Project Engineer, Environmental Compliance & Safety, Inc., Jackson, MS

Primarily responsible for air, wastewater, and hazardous waste technical support and project management for compliance and permitting services. Specific duties include preparation of Air Construction (PSD/non-PSD) permit applications, Title V and Synthetic Minor Air operating permit applications, emissions inventories, air reports, wastewater and storm water permit applications, discharge monitoring reports (DMR), Storm Water Pollution Prevention Plans (SWPPP), Spill Prevention Control & Countermeasure (SPCC) Plans, and EPCRA reporting (Tier II and TRI Reporting). Additional responsibilities include preparation of proposals; technical report preparation and review; and air regulation and policy review.
2010 – 03/2016
Branch Chief, Environmental Permits Division, Mississippi Department of Environmental Quality, Jackson, MS

Managed an environmental staff of five engineers in the Chemical Branch of the Environmental Permits Division. Primary responsibilities included technical review of permits, rationales, and select correspondence in multimedia context of air, water, storm water, and hazardous waste. Other responsibilities included overseeing the RCRA Program for TSD-permitted sites; managing and coordinating permitting for high profile projects; serving as a Point of Contact for the Mississippi Development Authority; and providing training, mentoring, and policy for both internal and external stakeholders.

Reviewed applications and prepared permits and technical documents for the Chemical Branch of the Permitting Division, including major Air PSD Permits, NPDES and Pretreatment Water Permits, RCRA TSD Post-Closure Permits, and Storm Water General Permits. Developed and revised templates and established a technical workgroup for developing and implementing air policy. Conducted Environmental Justice (EJ) reviews for significant projects.
