PROFESSIONAL EXPERIENCE

2002 –     Principal Engineer, Environmental Compliance & Safety, Inc., Sherman, MS 

Present  Primarily responsible for air, wastewater, and hazardous waste technical support and project management for compliance and permitting services.  Specific duties include preparation of Air Construction (PSD/non-PSD) air permit applications, Title V (Air) and Synthetic Minor air permit applications, emission inventories, annual certifications and semi-annual reports, wastewater and storm water permit applications, discharge monitoring reports (DMR), storm water pollution prevention plans (SWPPP), Spill Preventions Control & Countermeasure (SPCC) Plans, Risk Management Program (RMP) Plans, field activity for various projects, and interface with regulatory agencies.  Additional responsibilities include preparation of proposals and work plans; technical report preparation; review of scope of works, cost estimates, and site investigation reports; Phase I and Phase II Environmental Site Assessments; and tracking air monitoring status (non-attainment) for Mississippi.

 

2002       Senior Engineer, Earth Consulting Group, Inc., Tupelo, MS

2001 –     Resins Focus Factory Leader, Hercules Incorporated, Hattiesburg, MS

2002       Managed and led the resins manufacturing operations for Hercules Incorporated, Hattiesburg, Mississippi.  Specific duties included planning operating schedules, managing inventory, working with customers, implementing new product formulations, trouble-shooting production problems, operating the process areas within all State and Federal regulatory requirements, developing and implementing strategic and tactical plans, and establishing and managing the operating budget.

 

2000 –     Environmental Engineer, Hercules Incorporated, Hattiesburg, MS

2001       Primary responsibilities included ensuring compliance with the Title V Operating Permit and NPDES and Pretreatment Permits, submitting required reports, completing and submitting necessary permit applications for construction and modification projects, coordinating compliance testing, developing and continuing a working relationship with the MDEQ, day-to-day training, and managing environmental recordkeeping and monitoring requirements.  Special projects included a constructed wetland wastewater treatment system, site environmental cleanup, and tank vent system design.

 

1999 –     Branch Chief, Environmental Permits Division, Mississippi Department of

2000       Environmental Quality, Jackson, MS

Managed an environmental staff of four engineers while working as Branch Chief of the Metals Manufacturing and Fabrication Branch of the Environmental Permits Division.  Primary responsibility included leading and managing a group of environmental engineers to ensure the timely review of applications and issuance of permits for single and multi-media sources. Other responsibilities included communicating and negotiating with industrial/commercial representatives, project management and technical support, tracking work progress, and strategic planning for the Division.

 

1993 –     Environmental Engineer, Mississippi Department of Environmental Quality

1999       Jackson, MS

Responsibilities included technical work and project management.  Specific duties included reviewing applications, performing emission inventories, reviewing and understanding State and Federal regulations, documenting compliance, and handling complaints within the State of Mississippi.  Developed the first State of Mississippi Title V Operating Permits to be reviewed and approved by the EPA.  Special projects included participation in the ozone transport modeling studies for North and South Mississippi.
